April 3, 2020 (update to and replaces original March 17, 2020 notice)
We recognize the COVID-19 pandemic is having far-reaching impacts to you, your families, colleagues, your First Nation community, your company, and to Canadians overall. This update provides a summary of where we are at with the management of oil and gas on First Nation reserve lands under the implementation of our Business Continuity Plan.
Indian Oil and Gas Canada (IOGC) is continuing to accept and process payments from companies to First Nations as an essential service. These payments are crucial to our First Nation partners, even more so now. IOGC would like to thank companies that have submitted their payments on time.
IOGC staff continue to face telework challenges, and our partners should expect continued delays for service response and delivery on non-essential services. We ask for your patience and flexibility during this period.
Until further notice, IOGC’s current operational changes include:
- IOGC is now authorized to accept electronic payments (EFT) and companies wishing to pay by that method should send an email to aadnc.iogcfinance.aandc@canada.ca for instructions.
- Physical mail and payments by cheque can be deposited in the secure mailbox to the right of IOGC’s front entrance (100, 9911 Chiila Boulevard, Tsuut’ina, AB, T3T 0E1).
- IOGC staff have been instructed to remain home, except for essential service staff.
- The general IOGC email aadnc.contactiogc.aandc@canada.ca will be monitored for referral to appropriate staff, with potential response delays for non-essential services.
- All in-person meetings and business-related travel have been suspended.
Expectations and Support For Companies
- We recognize companies are facing much uncertainty within a challenging operating environment.
- IOGC expects companies to commit the necessary resources to plan for and respond to potential incidents or in the event of restricted access/an emergency.
- IOGC expects companies to ensure the continuance of payments, either by cheque or EFT.
- To set up EFT, send an email to aadnc.iogcfinance.aandc@canada.ca for instructions.
- Open communication with First Nation and IOGC contacts is encouraged for changes or issues related to field operations or other important matters.
- For other issues, please refer to the list of IOGC contacts below.
Support and Information for First Nations
- We recognize your communities are facing challenging times, and your ability to lead and make decisions on your Nation’s oil and gas resources may be hindered.
- We are working to minimize impacts to you and your communities.
- We are committed to accepting and processing your payments, as we recognize how important they are to you and your members.
- For questions related to a specific company’s operations, we encourage you to contact the company directly.
- For urgent environmental concerns related to field operations, contact the provincial oil and gas provincial regulator, the company (if you are comfortable in doing so), and please copy Elaine.McIvor@canada.ca or 403-519-9523.
- For other issues, please refer to the list of IOGC contacts below.
IOGC continues to monitor information from public health authorities and federal partners to ensure we are consistent with their guidance and directives. Please continue to check IOGC’s website for updates or changes.
Keep safe.
